Advancing harmonisation of the SADC energy regulatory environment for the development of a sustainable regional energy market

ZIMBABWE HOSTS THE RERA COMMITTEE MEETINGS IN HARARE

 

Zimbabwe Energy Regulatory Authority (ZERA) hosted the Regional Energy Regulators Association of Southern Africa (RERA) Sub-Committee meetings from the 9th to the 13th of June 2025 at the Monomotapa Hotel in Harare. The Sub-committee meetings brought together senior officials and sector regulators from across Southern Africa to advance regional cooperation on energy regulation.

Topical regional issues such as drafting uniform legislation across member states to streamline cross-border energy projects and market rules, aligning electricity pricing models and service standards across the region, enhancing regulatory capacity, training, and inclusion of digital tools within national regulatory authorities were discussed during the meetings.

By hosting this event, ZERA demonstrated Zimbabwe’s leadership in SADC energy cooperation. As the national regulator under the Energy Regulatory Authority Act, ZERA is responsible for licensing, tariff-setting, consumer rights protections, and stakeholder engagement. Hosting these meetings in Harare underscores Zimbabwe’s active role in strengthening harmonised regulatory frameworks and legal convergence, improving regional interconnectivity via the Southern African Power Pool (SAPP) and building institutional capacity across regulatory bodies.
The meetings were held as part of the RERA annual meetings schedule, with last year meetings hosted in Malawi, Lilongwe in May 2024, and Tanzania, Zanzibar in September.

By hosting the RERA Sub‑Committee meetings, ZERA has cemented Zimbabwe’s role as a central actor in regional energy regulation—supporting legal alignment, tariff fairness, capacity-building, and a unified market that benefits both consumers and investors across Southern Africa.
