ICT & Artificial Intelligence Subcommittee
Objective
The objective of the ICTAI Subcommittee (ICTAI-SC) is to enhance the role of Information and Communication Technology (ICT) and adoption of Artificial Intelligence (AI) in fostering innovation, harmonizing ICT frameworks, and strengthening regulatory cooperation across the RERA member countries.
2. Scope of work
The ICT sub-Committee shall:
2.1 Foster Digitization and ICT Innovation
* To provide input and perspective on technology advances and innovation and their partial to further member organizations
* To promote digital transformation I energy regulation through exploring the role of digital technologies, such as artificial intelligence (AI), blockchain, and cloud computing, in enhancing the revelation of energy sector. Recommend steps for adopting the technologies to streamline regulatory process, improve transparency, and enhance stallholder engagement.
* To develop recommendations for harmonizing ICT policy standards and framework across RERA counties that align with regulatory functions.
2.2. Advance responsible Integration of AI
* To support the acceleration of digital transformation and adoption of artificial Intelligence (AI) tools in energy regulation across RERA member countries.
* The subcommittee shall guide the development of regional principals and regulatory framework that promote responsible and transparent AI use.
* The subcommittee will facilitate knowledge sharing, promote AI-driven oversight solutions, and build technical capacity to ensure that AI adoption enhances regulatory agility, improving stakeholder trust, and supports inclusive and low-carbon energy transitions in the SADC region.
2.3.Cybersecurity and manage ICT Risk
* Review the effectiveness of the members of RERA policies with respect to information technology risk assessment an risk management (including cybersecurity, disaster recovery and business continuity policies and procedures)
* Recommending best practice for cybersecurity in the energy sector, ensuring that the regulatory bodies and utilities are protected from cyber threats.
* Promote the development of cybersecurity best practice framework that align with global standards.
2.4.Advise on Data Management Best Practice
* To establish standards of maintaining information management system to preserve confidentiality, integrity and availability of data RERA members countries.
* To provide recommendation for implementing advance analytic and decision-support systems for RERA member countries by analyzing the current data collection, storage, and management practices within the energy sector
2.5.Facilitate Collaboration and Knowledge Sharing
* On exchange of experiences and discussion of common challenges by creating a platform for contact between ICT professionals in the regulatory professional in different RERA member countries.
* On regional ICT initiatives within the energy sector, focusing on areas like cybersecurity, digital transformation, and regional sat-sharing protocols.
2.6.Develop or Review ICT Governance Framework
* To ensure optimal resource utilization in RERA ICT project implementation.
* To ensure the monitoring and evaluation of RERA ICT projects to ensure the anticipating benefits are realized.
2.7. Develop or review ICT Governance Framework
* Develop or review governance framework aligned with regional and international best practices, ensuring compliance with policies, cybersecurity, and data protection regulations.
